The US Environmental Protection Agency said on Tuesday it was reviewing its handling of a crisis over lead-contaminated drinking water in the MI city of Flint and acknowledged it did not respond fast enough.
Among the actions Snyder called for was to have road projects include discussions on what more can be done to fix infrastructure at the time the projects are underway.
He announced that he will be beefing up the Michigan National Guard deployment to make sure that all of Flint's residents have safe water to drink. She says it took too long for the state to acknowledge the problem and to start doing something about it.
He outlined a timeline of the "catastrophe" dating to 2013, and blamed it on failures at the federal, state and local level, but also said: "I let you down". They know you never would have done this to a wealthy white suburb.
Experts say that water treatment would have prevented 90% of the problems with Flint's water.
In April 2014, Flint stopped getting its water from Detroit and began using water from the Flint River.
Governor Rick Snyder says he has a six-point plan to help Flint residents. Government failed you - federal, state and local leaders - by breaking the trust you placed in us.
"To the families in Flint, it is my responsibility, my commitment to deliver", Mr. Snyder said.
GOP Gov. Rick Snyder is expected to devote much of Tuesday night's State of the State address to the emergency.
Researchers found elevated levels of lead in Flint's water supply and reported that blood tests found that lead contamination had almost doubled and tripled in children younger than 5 who were exposed to the highest lead levels. On Saturday, President Barack Obama signed an emergency declaration but denied Snyder's request for a disaster declaration based on the legal requirement that such relief is intended for natural events, fires, floods or explosions.
Many residents are relying on bottled water. The city has since switched back to the Detroit water system.
The state is responsible for the water woes Flint residents have suffered and continue to suffer as a result, and the only responsible thing the state can do is own up to it, said Michael Pitt, one of the attorneys who filed a suit.
"Last week, I joined Senator Stabenow and Congressman Kildee in calling on the State to commit vital resources to help the children of Flint by establishing a "Future Fund" to meet the cognitive, behavioral and health challenges they will face in the coming years".
Snyder then moved on to talk about the financial problems in Detroit Public Schools, saying that in order to fix the problems we need to look no further than the success the city of Detroit has had in coming out of Bankruptcy.
Protesters in the state capital of Lansing ahead of the speech Tuesday placed the blame squarely on Snyder, and said the town's appointed emergency manager put the budget over the health of the town's children.
