The speech in Manhattan, the first of six planned in a State of the State tour across NY, was given at 1 World Trade Center in the heart of the rebuilt financial district destroyed in the September 11, 2001 attacks.
Under the proposal, a new section would be added to New York's Financial Services Law, which would "disqualify certain individuals from the banking or insurance industries if, after a hearing, the (NYDFS) Superintendent finds they have done something so severe as to have a direct bearing on their fitness or ability to continue participating in the industry".
Cuomo also intends to help prevent future foreclosures and further protect New York homeowners by directing the New York State Department of Financial Services (DFS) to revisit and revise any rules and regulations pertaining to reverse mortgages.
Gov. Cuomo is not holding a State of the State speech in the north country.
For New York City, plans included the renovation of LaGuardia Airport and John F. Kennedy International Airport and continued improvements in mass transit.
Under Governor Cuomo's leadership, NY has made great strides in establishing a strong financial regulator and protecting consumers.
"The Buffalo Billion is working", the governor said. "As communities across the nation are struggling to update water infrastructure and address new challenges from emerging contaminants, NY is once again leading by example and ensuring all communities have access to clean water". There are just four charging stations along the 570-mile now.
Modernizing New York's voting system is Cuomo's ninth proposal.
"It would change the economic activity throughout the state", Cuomo said. Policymakers should be making college more affordable, not less.
"We will improve our democratic processes and propose early voting and automatic voter registration because we should do everything we can do actually get people to vote", said Cuomo.
"Gov. Cuomo is spot on in his election proposals".
In efforts to safeguard seniors from the risks of reverse mortgages and provide equal protections to all NY homeowners, Gov. Cuomo proposes amending the Real Property Actions and Proceedings Law and Civil Practice Laws and Rules to include reverse mortgages.
The declarations came a day prior Governor Andrew Cuomo is set to commence a three-day, condition of-the-state visit in which he'll convey addresses in Manhattan, Buffalo and Long Island.
