Both Tesla and Sunrun said they would resume sales in Nevada if Sandoval signed the bill. "We applaud Assemblymen Watkins, Brooks, Yeager, and Fugo and Senators Ford, Atkinson, Manendo, and Spearman for their efforts to prepare and pass this bill out of the Legislature". Gov. Sandoval must also decide whether to sign Assembly Bill 206 and Senate Bill 392, which respectively would boost the state's renewable portfolio standard and develop a community solar program. For instance, AB 206 would raise the state's RPS to 40% by 2030, up from the current 25% by 2025 goal.
Opponents of net metering argue that forcing utilities to pay high rates for rooftop solar in effect means that customers who do not have solar panels subsidize those who do. The measure (AB 405) establishes an updated net metering policy that encourages home solar and provides strong solar consumer protection measures, including a "Bill of Rights" for solar customers that SEIA strongly supports.
Nevada Governor Brian Sandoval on Thursday signed a bill to reinstate a key rooftop solar policy and bring national residential installers Tesla Inc's solar division and Sunrun Inc back to the state after an 18-month absence.

Nevada has been in a standoff with the solar industry for two years, since regulators reduced net metering competition-and took things a step further by declining to grandfather in existing contracts.
In the longer run, this bill may incentivize a move to self-consumption as the rates of credit for electricity exported to the grid fall; however as covered in pv magazine's June edition the economics of distributed solar paired with battery storage are still a long way from pencilling for homeowners.
