Qatar plans to increase its liquefied natural gas (LNG) production to 100 million tons, an increase of 30%, despite the current Gulf crisis that is impacting its economy.
The country's response to the demands has not been made public.
The four countries "express their sorrow for Qatar's negative response which showed its negligence and lack of seriousness in dealing with the roots of the problem", Egyptian Foreign Minister Sameh Shoukri said, reading their joint statement.
Qatar, a small peninsular country protruding into the Gulf, also hosts the biggest United States military base in the region as a bulwark against Iran.
"The embargo will remain in place until Qatar rectifies its policies", he said.
Qatar Airways said in a statement early on Thursday the ban had been lifted after the airline and its hub airport Hamad International met with all new U.S. security requirements.
On Wednesday, Qatar's foreign minister, Sheikh Mohammed bin Abdulrahman Al Thani, told a Chatham House event that Saudi Arabia and its allies see Qatar as "punching above its weight" and want to silence an alternative voice.
Countries isolating Qatar Wednesday considered no further sanctions and called for more consultations after Doha dismissed the 13-demand list in a response handed to the quartet through Kuwait.
It was a long meeting that didn't unravel any new measures against Qatar.
If Qatar is eventually expelled from the GCC, it will disrupt the geopolitical balance of the region more than doing any big harm to Doha.
The demands include Doha ending support for the Muslim Brotherhood and closing Al Jazeera.
"No, they can not take such a decision because it should be by consensus", he said during a meeting at the Chatham House think tank.
On Monday, Saudi Arabia and its Arab allies gave Qatar an extra two days to accept their ultimatum for restoring relations, after an earlier 10-day deadline expired. US Secretary of State Rex Tillerson has been trying to ease tensions, while President Donald Trump's comments on Qatar funding extremist groups back the Saudi-led countries' position.
They did not elaborate on what steps they could take, though a major credit rating agency warned it had changed Qatar's economic outlook to negative over the turmoil.
Trump has been in contact with Egyptian President Abdel Fattah El Sisi by telephone to discuss the stale mate while pushing for a diplomatic resolution. "If it requests us to leave, we will not stay where we are not wanted", he said through an interpreter, adding there had been no such request.
Last week, Saudi Foreign Minister Adel al-Jubeir called the coalition's list of demands "non-negotiable".
