Hadley raced to the turn in 30 and the possibility of a sub 60 round began to look even more likely when he birdied four of his first six holes on the way in but he missed the green at the 17th then missed the fairway at the last but his brilliant round has him nicely placed.
Brendan Steele erased a two-shot deficit in the final round and completed a successful defense of his Safeway Open championship on Sunday in Napa, Calif.
Zach Johnson, the 12-time PGA Tour victor playing the event for the first time, had a 68 with five birdies and a bogey.
Four players are at five-under including Lucas Glover and Argentina's Emiliano Grillo.
Among the standout shots was a deft chip from a bunker on the par-five 16th which led to an easy two-foot par for a birdie. And then I had a good putting day as well, so you put that together and its going to be pretty good.
Steele won the tournament by two strokes, with Tony Finau finishing at 13-under par.
Steele made birdies on Nos. "But on the back nine, I played some good solid golf and made a late move".
A little bit of everything worked for me today, Steele said.
Hoge, beginning his fourth PGA Tour season, had seven birdies.
"I played really well the whole day", Hoge told the Napa Valley Register.
He ended joint-third with Chesson Hadley at 12 under - the 47-year-old's highest finish in a Tour event since being the runner-up at the 2016 Open Championship.
"But my dad does a great job of reminding me I've done a lot of great things", Thomas said, "and I will continue to do a lot of great things if I continue to work hard and continue to do the right things".
Meanwhile, PGA veteran Phil Mickelson, who has won 42 events, finished in third place, with three bogeys spoiling his round. A bogey-free 7-under 65 put Hatton, a second-round co-leader, at 18-under 198 and in a commanding position to defend the title he won by four shots previous year.
Rookie Tyler Duncan, the third-round leader, and Canadian Graham DeLaet shared fifth place at 277.
Among the highlights of his round - which included 10 birdies, an eagle and a single dropped shot on the par-four sixth - was a 166-yard tee shot on the 15th to set up an eight-foot birdie putt.
