Beijing has a message for the Trump administration: the more ships you send to the contested waters of the South China Sea, the more we will bolster our presence there.
"We have title, despite China's contrary statements".
Roque made the statement days after China protested the presence of U.S. guided missile destroyer USS Hopper near the shoal, which is located within the Philippines' 200-nautical mile exclusive economic zone.

The response came after a U.S. Navy warship, the USS Hopper, sailed close to a contested reef west of the Philippines on Wednesday, two days before Defense Secretary Jim Mattis unveiled a new strategy calling China and Russian Federation the biggest threats to the U.S., not terrorism.
The Philippines argued that China's "nine-dash line" maritime claim is excessive and encroached into the country's 200-nautical mile exclusive economic zone.
The Chinese government has protested the United States warship near the disputed Scarborough Shoal and expressed that the Asian giant would take necessary measures to safeguard its sovereignty.
"Well, let's just say that if there are new reclamations or new artificial islands then, we would then maintain that there would be a breach of the good faith obligation, but so far, no breach", he said.
In 2012, the Department of Foreign Affairs (DFA) stated the Philippine position on Bajo de Masinloc and the waters within its vicinity, asserting that the country exercised both effective occupation and effective jurisdiction over the shoal, which it terms Bajo de Masinloc, since its independence.
Philippine President Rodrigo Duterte has revived once-frosty relations with China since taking power in 2016 and often criticizes US security policies.

The US does not claim territory in the South China Sea but has declared it has a national interest in ensuring that the territorial disputes there are resolved peacefully in accordance with worldwide law.
Asked if the passage of the USA warship in Philippine-claimed waters was a concern, Lorenzana said: "No, for as long as they are on innocent passage".
Twelve nautical miles is an internationally recognized territorial limit.
According to the Chinese Ministry of Foreign Affairs spokesperson Lu Kang, "The Chinese Navy carried out identification and verification procedures in accordance with law and warned the US vessel to leave".
"All operations are conducted in accordance with worldwide law and demonstrate that the United States will fly, sail and operate wherever global law allows", Pentagon spokesman Lt. Col. Christopher Logan said. It also took place on the eve of the release of the National Defense Strategy - a document replete with warnings about China.
Lu said the Chinese navy ordered the vessel to withdraw after determining its identity.
