"Those charges are frankly ridiculous and they're a little insulting", White House spokesperson Raj Shah said on CNN when asked about reporting that Chief of Staff John Kelly and White House adviser Stephen Miller have intervened in the negotiations between Trump and congressional leaders.
"Every time we have a proposal it is only yanked back by staff members", Mr Graham lamented, adding that though he does "enjoy working with them", White House staff like Mr Miller are "making it very hard".
"He's been an outlier for years", he said of Mr Miller.
The President's wide-ranging immigration plan, authored by Mr Miller, made funding for both the President's proposed US-Mexico border wall and a crackdown on US cities unwilling to assist federal authorities in rounding up undocumented immigrants - known as sanctuary cities - non-negotiable parts of the deal.
Miller, a former aide to then-Alabama Sen. Jeff sessions, has "been an outlier for years" on immigration.
The government shutdown now enters its third day.
But the White House and some Trump allies have dismissed the narrative that Kelly and Miller are immigration puppeteers, arguing that the two are merely articulating policies Trump pitched on the campaign trail. Miller is now one of Trump's top negotiators on immigration. As they often do, Trump's words have come back to haunt him-the government closed its doors on Friday, when Senate Democrats and Republicans failed to reach an agreement to fund it. Lindsey Graham (R-S.C.) told reporters on Sunday. But he continued to slam others in the White House, saying they held "extreme and unrealistic views". The Flake-Graham-Durbin proposal embodies every reason Americans do not trust Washington. "My sense is he's engaged in trying to carry out the president's agenda".
