Mr Clinton's initial response to the media reports in 1998 - "I did not have sexual relations with that woman" - has gone down as one of United States politics' most memorable quotes.
"The suggestion was that I never apologized for what caused all the trouble for me twenty years ago", he continued. "Two-thirds of the American people sided with me and they were not insensitive to that", he told Melvin.
McAuliffe replied, "I wish he had said today, that he had said many times, 'I apologize, ' publicly apologized, felt awful for the actions that he did and moved on", McAuliffe admitted.
Former president Bill Clinton was asked about his past of sexual misconduct on the context of the Me Too movement on Monday, and his answer stirred up controversy.
Asked by NBC News if he ever apologised personally to Ms Lewinsky he said: "No, I do not". Bill noted, "I have not talked to [Monica]", adding, "I never talked to her. That's very different - the apology was public".
Bill Clinton did not appear pleased by questions about his 1990s affair with White House intern Monica Lewinsky during his current book tour promoting a new mystery novel he penned with best-selling author James Patterson.
The Lewinsky scandal wasn't the only accusation made against Clinton during his time in office, with Paula Jones initiating a sexual harassment lawsuit against him in 1994.
In a piece in the March issue of "Vanity Fair", Lewinsky wrote that the #MeToo movement had helped clarify her thinking about the affair, which she had previously characterised as fully consensual.
Bill Clinton got squeezed so hard in that "Today Show" interview, the anchor was nearly covered in Bubba's rage froth!
Melvin made a decision to bring up the #MeToo movement that has gained traction in the recent months following the explosive admissions and allegations aimed squarely at Harvey Weinstein.
But he's bristling at questions about Monica Lewinsky. "I (almost) have no words", Mr. Trump Jr. tweeted nearly 3 million followers. "All of us are just absolutely disgusted that he could come on TV and say that he didn't owe anyone a personal apology".
Clinton told Melvin that at the time the affair became public, "I felt bad then and I came to grips with it". He was the most powerful man on the planet.
He also said that allegations of sexual harassment and assault against President Donald Trump have not "gotten anything like the coverage that you would expect".
He told Rocca that if the same facts of the investigation were present when a Democrat was in office, "most people I know in Washington believe impeachment hearings would have begun already". He was 27 year my senior, with enough life experience to know better.
