Moscow claims that Tel Aviv failed to inform Russian Federation of an impending attack by Israeli fighter jets against targets in Latakia, Syria, and that the jets used the Il-20 as cover.
Army Radio said that Cohen was headed to Washington to meet with senior U.S. officials about Russia's decision to send S-300 advanced surface-to-air missiles within two weeks to Syria, which both Jerusalem and Washington have warned would further destabilize the region and increase already high tensions.
He added that Russia will go ahead with the shipment of the advanced missile systems because "the situation has changed, and it's not our fault", noting the supply of S-300 will "calm down some hotheads" who threaten Russian military in the Middle East.
Putin spoke to Assad by phone Monday and informed him of the plan to provide the missiles, the Kremlin said in a statement.
Moscow accused Israel of creating risky conditions that caused the incident. The promised weapons transfer illustrated that the crisis over the downed Russian plane was not over. Putin says "a chain of tragic circumstances" is to be blamed for a Russian military aircraft shot down by a Syrian missile.
According to Russian newspaper Izvestiya, the first group of electronic warfare devices was delivered on Monday on an El-76 plane, to Syria's Hmeimim military base. Israel, which has repeatedly bombed Iranian targets in Syria, had always been opposed to such deliveries, and Russian Federation has in the past abided by Israel's request.
"The Russian side proceeds from the fact that the actions by the Israeli air force were the main reason for the tragedy", a statement said. Liability falls on Israel, the ministry said, because warning of the strike came just one minute in advance.
Peskov said the new measures were decided on to boost the security of its troops in Syria. "Russia needs to increase safety of its military and it should be clear for everyone", he said.
