Negotiations between Trump and the Democrats continue yet, according to the Hill, the two sides still can not agree on the main sticking points, including a border wall and additional payments for border security.
There's a February 15 deadline to enact the measure or a stopgap spending bill to avert another partial government shutdown, which neither side wants to reprise.
The negotiations are a result of a 35-day government shutdown lasting from late December to January when Trump demanded $5.7 billion in funding for his proposed wall.
Republicans offered mixed views on whether a deal can be done by Friday.
Chairman of the Senate Appropriations Committee, Republican Senator Richard Shelby of Alabama, stated that they have turned the discussion to professional workers to analyze and determine what form of border is needed, if one is needed at all.
El Paso's Democratic sheriff, Richard Wiles, disagreed with Trump's claim that the wall stopped crime in the city. If he doesn't agree to a deal reached by bipartisan negotiators, the GOP-led Senate is unlikely to go along with it. "Now, with a powerful barrier in place, El Paso is one of our safest cities", Trump said.
"The biggest lie is that building the wall will dismantle the cartels", he said.
Trump accepted no blame for his role in cultivating the rancorous atmosphere in the nation's capital, and he didn't outline a clear path for collaborating with Democrats who are eager to block his agenda. We need border security.
In his speech, Trump suggested "compromise" and said he would be prepared to only build a wall in areas where the U.S. Border Patrol saw it necessary - a far cry from his 2016 campaign pledge for one from coast to coast.

Durbin said that Democrats don't rule out having some added barrier, but said the focus should be on technology to assist in drug interdiction.

Pelosi said Wednesday that she talked to Vice President Mike Pence and urged him to keep the White House out of the talks.

Under the National Emergencies Act, a resolution terminating Trump's declaration of national emergency would be deemed privileged and guaranteed a vote on the Senate floor, but even if it passes, Trump could veto it.
Publicly on Thursday Trump took a wait-and-see approach.
