Woods' win in Japan came just two months after arthroscopic knee surgery to address pain that had been troubling him since his Masters triumph in April.
That's despite the constant "chirping" from Fred Couples, one of his vice-captains alongside Zach Johnson and Steve Stricker, that he should play. However, Woods is a 15-time major champion, while Fowler has zero majors next to his name.
Woods will be the first playing captain since Hale Irwin led the Americans to a 20-12 win in the inaugural event in Virginia in 1994 and recently issued a timely reminder of his class by winning the Zozo Championship in Japan. Barring an unlikely injury crisis there is little chance Reed will cross paths with Spieth in Australia, with Woods overlooking the former world number one after a poor season.
There may yet be another addition to the team, pending the fitness of world number one Brooks Koepka, who aggravated a knee problem when he slipped on wet concrete during the CJ Cup in South Korea three weeks ago. A written statement channelled through the PGA Tour was a safer way of thanking Woods for his selection.
The Internationals will tee off at Australia's Royal Melbourne from December 12-15 against a star-studded United States captained by Woods, who is expected to pick himself when he unveils his four wildcards on Friday. Two players not selected on the worldwide team were Jazz Janewattananond of Thailand and Justin Harding of South Africa.
"He's rehabbing, trying to get better, trying to get ready to play, " Woods said of Koepka.
"Freddie was pretty ardent".
"I was ready to get on the correct aspect and get the game in type and perform the way I'm meant to be actively playing, and for the reason that of that, I was blessed enough to be in a position to get a select. However long that is, I'll keep giving my best and when it's time to quit I would have said I've had a great career".
Everyone is required to play in at least one match ahead of the Sunday singles, meaning Woods only has to play twice.
Global captain Ernie Els filled out his team Wednesday, adding two rookies (Sungjae Im and Joaquin Niemann) to a team that already had four Presidents Cup newcomers.
The rest of the U.S. team is Dustin Johnson, Xander Schauffele, Bryson DeChambeau, Justin Thomas, Matt Kuchar, Patrick Cantlay and Webb Simpson. He said he could play more depending on what the team needs.
For months the biggest debate surrounding the biennial event was whether American captain Tiger Woods should pick himself to play in Melbourne, Australia.
Royal Melbourne is where the worldwide team had its only victory in 1998.
The 82-time PGA Tour winner's appearance in Australia will be his ninth Presidents Cup as a participant, with Reed - who partnered Woods in the 2018 Ryder Cup at Le Golfing Countrywide - absolutely at the rear of the conclusion.
"To be in a position to go out and get a decide on, specially from captain Woods, was astounding".
"And I find it interesting talking in the third person", he joked.
