The government allotted 130 billion rupees ($1.8 billion) to the population register, which will be part of India's census exercise to be carried out between April to September 2020, the minister said. This time the census year is 2021.
According to the law, a "usual resident" for the NPR is a person who has lived in an area for at least six months or more or a person who intends to live in an area for six months or more. In the first phase, the work of house-listing or housing census will be conducted from April to September, 2020.
Union Cabinet approves conduct of Census of India 2021 and updation of National Population Register. NPR was rolled out under UPA government. There is a special mobile application that is being prepared and the citizens would fill the details in that application.
He said, "There is no link between National Register of Citizens (NRC) and National Population Register (NPR), I am clearly stating this today".
"We also did National Population Register in 2011, but we never took it forward to NRC", Congress leader Ajay Maken said, according to ANI.
His comments come as tens of thousands of people across India are protesting the new law which bars undocumented Muslims from three neighboring nations from seeking Indian citizenship while allowing people of other faiths to do so. "We exhort them to announce that like the NRC, they will also not allow the implementation of NPR in their states".
The opposition parties definitely think so.
The minister also made it clear that no documents or biometrics would be required. "When the government itself said in Rajya Sabha that NPR will be the basis of NRC, how much lie these BJP men will speak and mislead people?"
"There is no need to debate this [pan-India NRC] as there is no discussion on it right now, Prime Minister [Narendra] Modi was right, there is no discussion on it yet either in the Cabinet or Parliament", he said.
It is possible for the government not to establish a citizenship register.
An interior ministry official said the government expected all state security officials to be on duty on Christmas Eve and through the holiday week. "Detention centers and NRC have no link", Shah said.
The first was regarding the issue of an NPR smart card on July 15, 2014.
A gazette notification to this effect was issued in August.
"Lakhs of people will be involved in conducting the door-to-door exercise", he said.
Political scientist Yogendra Yadav slammed the government for claiming that the National Population Register was not linked to the National Register of Citizens, reports Firstpost.
He claimed the NPR would help benefit targeted schemes such as Ayushman Bharat.
Firspost quoted Mamata Banerjee, who led a protest march against the CAA and proposed NRC in Kolkata, as saying: "As long as I am alive, I will not allow them to implement CAA or NRC in Bengal and divide the country on religious lines".
