Her arrival, combined with the recent rehire of Trump's body man, Johnny McEntee, means the president will have two familiar and trusted aides around him as he heads into his 2020 reelection bid.She will also work with White House political director Brian Jack.
Hicks, who departed in early 2018, will return in the coming weeks as a senior adviser reporting to Jared Kushner, the president's son-in-law.
"I have worked with Hope for nearly six years and can say without hesitation she is one of the most talented and savvy individuals I have come across", White House press secretary Stephanie Grisham said in statement.
News of her resignation emerged one day after she testified before the House Intelligence Committee that she had occasionally told white lies on Trump's behalf.
"She has always impressed me with her quiet confidence, loyalty and expertise, and I am beyond thrilled to welcome Hope back to the White House".

Like Kellyanne Conway, Hicks' title will now be "counselor to the president", The Times reported.
But her relationship with Trump shifted dramatically after she left the White House.
However, Hicks remained in close contact with Kushner and other top White House aides.
Trump's daughter, Ivanka Trump, tweeted "Welcome back Hope!" in response to the news.
Earlier that year, while the Mueller investigation was examining allegations that the Trump 2016 election campaign had colluded with Moscow to help his cause, Hicks acknowledged to a United States congressional committee that she had occasionally told "white lies" for Donald Trump.
