Victoria has recorded 428 new coronavirus cases, the highest daily increase since the pandemic began, and another three people have died from the virus.
When asked if contact tracing, since shown to be deficient, was a problem, he declined to say.
His office sent a general response, saying that he would not "provide a commentary" during the inquiry.
In Melbourne, Victoria's capital and Australia's second-largest city, 317 new cases were reported more than a week after a "hard boundary" was imposed around the city and Victoria was closed off from neighboring New South Wales state in an effort to stop the virus.
When told that The Daily Telegraph would run the questions in full and pointed out they had not been answered, the spokeswoman said the response "covers all of the questions asked".

There have been 4750 cases recorded in Victoria so far.
While NSW Health Minister Brad Hazzard and Dr Chant have been at pains not to lay blame at Victoria or criticise the state's health system, genomic testing has linked the outbreaks.
"It needs to turn around", Victoria Chief Health Office Brett Sutton said of the 317 new cases.
Such is the size of the Victoria outbreak, Australia posted its biggest one-day rise in new Covid-19 infections since late March even with several states still to report.
Professor Sutton said there are about 160 outbreaks being monitored across the state, including 27 at aged care facilities.
The state government has paused all category three elective surgeries - including hip and knee replacements - in preparation for a surge of coronavirus patients. Hundreds of health workers who have been exposed to the virus, or who are sick, are in isolation.
Metropolitan Melbourne and the Mitchell shire are now in lockdown following the rise in Covid-19 cases through community transmissions.
Eight-hundred-and-nine people attended WA COVID-19 clinics yesterday where 771 were assessed and 761 actually swabbed.
Though Mr Andrews warned it was necessary for regional Victorians to take personal responsibility and wear a mask to avoid similar lockdown measures.
