"We will fully support the Central Government to adopt counter-measures", a government spokesman said in a statement.
"The United States stands with the people of Hong Kong and we will use our tools and authorities to target those undermining their autonomy", Treasury Secretary Steven Mnuchin had said in a statement.
Xia Baolong, the director of the Hong Kong and Macau Affairs Office in Beijing, was also on the list.
She added: "Now, these sanctions introduced by the U.S. mark a dramatic escalation in tensions - not just between China and the USA, but also Hong Kong and the United States as well".
"I have not got any assets in the USA nor any interest in moving there so in terms of sanctions, I'll just laugh it off", Lam said at the time.
Last year, Ms Lam pushed to allow Hong Kong citizens to be extradited to the Chinese mainland, setting off massive opposition demonstrations in Hong Kong.
The Treasury Department said Beijing's imposition of the draconian national security legislation had undermined Hong Kong's autonomy and set "the groundwork for censorship of any individuals or outlets that are deemed unfriendly to China".
The sanctions announced Friday allow USA officials to seize any property the designated officials may have in the United States and prohibits them from doing business in the country.
Some political analysts say the national security law coming directly from Beijing and bypassing Hong Kong's legislature signals the start of a more authoritarian rule in the semi-autonomous city and a march toward mainland control.
The Legislative Council elections scheduled for September 6 have been postponed for a year due the coronavirus pandemic.
The US Treasury Department said the sanctions on Ms Lam and 10 other officials were authorised by an executive order signed recently by Mr Trump.
The sanctions will block all property or other assets that the individuals have within United States jurisdiction.
"These legal provisions, coupled with the rule of law and an independent judiciary in Hong Kong, are clearly ignored by relevant USA officials who have chosen to make unsubstantiated and sweeping comments to serve their own interest", a government statement said.
She pointed out that the United States, confounding right with wrong and suppressing China with lies of so-called equality, peace, freedom and democracy, will reap the consequences.
