Right now the fate of the October 15 debate is still in question.
The campaign website says, "As part of the landmark Tax Cuts and Jobs Act, President Trump repealed the individual mandate, which forced people to buy expensive insurance and taxed those who couldn't afford it".
Deputy campaign manager Kate Bedingfield said: "Vice President Biden looks forward to speaking directly to the American people and comparing his plan for bringing the country together and building back better with Donald Trump's failed leadership on the coronavirus that has thrown the strong economy he inherited into the worst downturn since the Great Depression". I'm not going to waste my time on a virtual debate.
Instead, Trump and Biden - along with all the town hall participants - would be in in separate, remote locations, the commission said.
The debate panel's announcement comes hours after Biden suggested that next Thursday's town hall-style event, which was previously set to be in-person, should be canceled if Trump "still has Covid". Since Trump is down in the polls by an RCP average of 9.7%, he needs these debates to make up for lost ground much more than Biden does.
The two presidential candidates were also scheduled to debate a third and final time on October 22 in Nashville.
BIDEN: The Biden campaign focused on what its response to the pandemic would be should he take office. "I'm not doing a virtual debate".
On Tuesday, Biden had said they shouldn't debate next week if Trump is still infected with the coronavirus.
For Mr Trump, who is recovering from Covid-19 at the White House after spending three days in hospital, the health-induced changes are an unwelcome disruption to his effort to shift focus from a virus that has killed more than 210,000 Americans this year.
"The CPD and the media can not hide Joe Biden forever", the Trump campaign wrote.
A debate before an audience of tens of millions of television viewers could provide that reset. GOP strategists say the party's support began eroding after his seething performance against Mr Biden last week when he did not denounce a white supremacist group. Kamala Harris, D-Calif., Biden's running mate, met in the sole vice presidential debate.
