The two candidates were supposed to have a second debate last Thursday, but after the president tested positive for coronavirus, the commission changed the rules to allow a debate to take the form of an online debate.
The debate organizers will give each candidate two minutes of uninterrupted time at the beginning of each segment of the debate, which will be 15 minutes each.
Trump's campaign has repeatedly opposed the idea of granting the moderator the power to shut off a candidate's microphone - an idea that has been floated in the aftermath of the first debate, during which Trump repeatedly interrupted and jeered Biden.
According to the debates commission, a change of rules for the last round of debates was made in order to ensure a more orderly discussion.
To avoid another disorderly match-up between the two U.S. presidential hopefuls, the Commission on Presidential Debates (CPD) will now mute the microphone of one candidate in order to allow the other to speak without interruption, it announced on Monday.
That debate was scheduled for October 15 in Miami, but the commission announced it would be held virtually for safety reasons following the president's COVID-19 diagnosis.
"We write with great concern over the announced topics for what was always billed as the "Foreign Policy Debate" in the series of events agreed to by both the Trump campaign and Biden campaign many months ago", Stepien wrote in a letter to the commission that was published on Twitter.

But he also accused the commission of adopting the microphone rule to aid Biden, part of a days-long effort by the Trump campaign to undermine the integrity of the commission and to paint it as biased toward the Democratic candidate.

The Trump campaign has also complained about the topics, saying the debate should be devoted to discussion of foreign policy, which the campaign feels would allow for a fuller exploration of Hunter Biden's business activities. "We believe Joe Biden and Kamala Harris will help truly unite the United States and navigate this nation through this troubled time".
