The province's hotspots are continuing to see the highest case numbers, with Toronto home to 321 cases, 157 in the Peel Region, 76 in York, and 57 in Ottawa. Masks do not need to be worn while dancing, according to provincial guidelines.
The government said the change also recognizes that dance styles such as ballet, hip hop, and ballroom can still be taught and practised safely when certain measures are followed. At a press conference, the chief medical officer of health reiterated that it's the level of community transmission that requires "extra caution" in these regions.
Trick-or-treating is the latest COVID casualty.
"We send kids to school 30 to a classroom", she said.
"It's not too much different from schools", Ford said. However, small gyms say they can adapt to those requirements.
Small Business Minister Mary Ng says Ottawa is committing $12 million to a fund to help small business owners respond to the COVID-19 pandemic.
"It's not safe right now", Ford said Monday.
Ford will be joined by Minister of Health Christine Elliott, Associate Minister of Mental Health and Addictions Michael Tibollo and Associate Minister of Children and Women's Issues.
Children who live in the rest of the province can still enjoy a traditional Halloween provided they wear a face covering and stick to their own neighbourhoods, said Dr. David Williams, Ontario's chief medical officer of health.
Based on information provided by the province, there are 6,299 active, lab-confirmed cases in Ontario, and 260 of those individuals are hospitalized.
The risk, he said, is much less than at fitness centre like the Hamilton spin studio where an outbreak exposed "thousands" to the virus. He said numerous gym's members have told him they felt safer in the facility than they did in a grocery store or mall.
"If you want to load your kids in the vehicle and drive 30 miles - we don't have enough police".
Dr. Isaac Bogoch, an infectious disease specialist and researcher at Toronto General Hospital, agreed that Canadians should listen to local health units - though that can be more complicated than it sounds.
"Masks would be extremely important in a setting like this".
