The total number of cases linked to the Holiday Inn Melbourne Airport outbreak which sparked the lockdown remains at 19.
The outbreak now stands at 19 cases, while nearly 3,500 close contacts remain in isolation.
"Last week we had our first real experience of live sport with fans in the stands and the atmosphere was electric", said Tiley. There are literally thousands of people who've been potentially exposed to infectious cases. "They need to not be complacent", he said on Wednesday.
He and the premier are urging any Victorians who develop symptoms in the coming weeks to immediately get tested.
"We're looking to get back to as close to what that resting COVID-normal was as (soon as) we can but we've got to do that safely".
