During his campaign, Biden promised to prioritize new gun control measures as president, including enacting universal background check legislation, banning online sales of firearms and the manufacture and sale of assault weapons and high-capacity magazines.
President Biden, in what could very well be a high watermark for oppressive executive action-based gun control efforts, is said to be planning severe restrictions that are likely to violate the Second Amendment rights of millions.
The U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has said more than 30% of the illegal weapons it has confiscated in some areas of California are "ghost guns" but they are not now regulated as firearms that require background checks. Those firearms are assembled from parts purchased online that don't have serial numbers and are hard to track and are unregulated, according to a White House official.
Since 2006, when Congress directed that the head of ATF be subject to Senate confirmation, the NRA and other gun-rights groups have consistently worked to block nominees.

Biden is also expected to be joined on Thursday by gun control advocates and some Democratic lawmakers who have pushed for gun control legislation on Capitol Hill.
Biden has faced increasing pressure to act on gun control after a spate of mass shootings across the U.S.in recent weeks, but the White House has repeatedly emphasized the need for legislative action on guns. The Associated Press is reporting that the new appointee could be none other than Giffords gun control advocate and former case agent for the Waco Branch Davidian incident David Chipman.
The National Rifle Association, the biggest gun rights lobby group in the USA, described the measures as "extreme" and said it was ready to fight. It is now run by Acting Director Regina Lombardo. Chipman is a gun owner himself.
Biden backed an assault weapons ban in 1994 when he was a senator. But gun-control advocates have said that while they were heartened by signs from the White House that they took the issue seriously, they've been disappointed by the lack of early action.
